Rounds proposed on the builder, ranked by votes. Each one is a complete specification: who plays, what they can break into, how the briefing frames it. The top of this list is what gets run next.
It decides which configuration gets provisioned next, and nothing else. It does not decide what the result means, whether a round counts, or what goes in the findings, because a vote cannot settle those and pretending otherwise would undermine the record it is attached to. A round that produces nothing still gets written up as a round that produced nothing.
Identity here is a cookie you can clear, so the counts are a signal rather than a poll. With numbers this small, one determined person could move the ranking. Read it as interest, not as a mandate.
